Indiana bro: no inspections, no emissions tests, and one of the most lenient DMV’s in the country. Case in point, a few years ago my buddy’s dad somehow got his electric golf cart registered as a road-legal vehicle with a license plate and everything to qualify for the electric vehicle tax credit.

Because Murka - few places have anything beyond an emissions test, and many don’t even have that.
Many places aren’t really truly 100% in the first world.
